On March 27, 2026, Crusoe announced a 900-megawatt “AI factory campus” in Abilene “to Support Microsoft AI Infrastructure”—two new buildings at 336 MW of critical information-technology load each, an onsite power plant, first building energized mid-2027, total site 2.1 gigawatts (GW). Nowhere in the release do the words “customer,” “tenant,” “lease,” or “contract” appear. Microsoft’s only attributable words come from Noelle Walsh, its President of Cloud Operations & Innovation: “Crusoe’s Abilene facility reflects the type of large-scale infrastructure that supports next generation AI while contributing long term value to the local community.” The type of. The Big Drop’s Stargate investigation documented the first-phase shells on this same land; this page extends that work to the Microsoft phase.

Crusoe Abilene DC B1 & B2 · The Shells That Went Dark
The buildings have owners of record: Abilene DC9, LLC and Abilene DC10, LLC, at 1641 California St, Denver—Crusoe’s address. But the Texas Comptroller’s rolls show two newer entities, Abilene DC B1, LLC and Abilene DC B2, LLC, chartered March 2, 2026—days before the announcement—at 2595 Dallas Pkwy, Suite 350, Frisco: a United Agent Group registered-agent office hosting more than 100 unrelated entities. Every earlier Abilene DC LLC was chartered at a Crusoe address; the B shells’ parentage cannot be established from any free public record, and they appear in no construction filing. Their lines on this map are the two labeled inferences. A related lead, not a finding: LONGHORN PROPCO, L.P., chartered February 23, 2026 at the same suite, matches the “Longhorn Data Center” name on Crusoe’s pending Texas Commission on Environmental Quality (TCEQ) air permits, which seek additional on-site generation at proposed emissions of 760.33 tons of nitrogen oxides and 815.59 tons of volatile organic compounds per year.

Texas Comptroller / TCEQ Constellation → Microsoft · The Restart
The second theater is nuclear. In September 2024, Constellation announced the Crane Clean Energy Center—the restart of Three Mile Island Unit 1 in Londonderry Township, Pennsylvania (837 MW at its 2019 retirement)—under a 20-year power purchase agreement (PPA) with Microsoft, the restart target since moved from 2028 to 2027. On November 18, 2025, the U.S. Department of Energy (DOE) closed a $1 billion loan to Constellation under its Energy Dominance Financing program. Constellation’s stated total investment is about $1.6 billion (its 10-K, as cited in the FERC order), plus a roughly $100 million grid-upgrade agreement with PJM and Mid-Atlantic Interstate Transmission.

On June 1, 2026, the Federal Energy Regulatory Commission issued order 195 FERC ¶ 61,162 (Docket ER26-2028-000), transferring 760 MW of capacity interconnection rights from Eddystone—two 380 MW dual-fuel fossil units outside Philadelphia—to Crane (859 MW per the order). Those rights would have expired May 31, 2026; they survived only because DOE emergency orders under Federal Power Act section 202(c) kept Eddystone running (No. 202-25-4 of May 30, 2025, renewed through No. 202-26-24 of May 21, 2026). The waiver was granted one day after the expiration date. PJM’s own filing says that absent the waiver, Crane “would be required to request interim deliverability studies on a yearly basis, until at least December 31, 2030.” The Independent Market Monitor protested; PJM did not oppose. The order never mentions Microsoft.

The Microsoft Stakeholders Voluntary PAC (Federal Election Commission committee C00227546) disbursed $2,072,361 in the 2024 cycle and $1,305,253 through June 30, 2026—all four congressional campaign committees at the $30,000 maximum, both parties, both cycles. Its federal filings also disclose $10,000 to Shapiro for Pennsylvania, Gov. Josh Shapiro’s state committee, on October 31, 2024—and again on October 22, 2025. The filings record the donations; they do not record why. Brad Smith, Microsoft’s Vice Chair & President as filed, gave $888,484 itemized in the 2024 cycle—including $300,000 to Harris Victory Fund and $250,000 to FF PAC (Future Forward, the pro-Democratic super PAC)—and $745,118 through June 30, 2026, including $65,000 to the National Republican Senatorial Committee (NRSC), $50,000 to GOPAC, $50,000 to Senate Majority PAC, $50,000 to the Democratic Senatorial Campaign Committee, and the Scalise, Johnson, and Jeffries leadership funds. Systematically bipartisan. Federal lobbying under the Lobbying Disclosure Act (LDA), 2025: $3,582,500 across 23 outside firms aimed at 36 federal bodies—Tiber Creek Group $360,000, Penn Hill Group $300,000, Michael Best Strategies $270,000 at the top.

FEC / Senate LDA The record’s gaps · The Absence
The absences are findings. Microsoft’s U.S. Securities and Exchange Commission (SEC) filings contain zero mentions of Abilene or Crusoe (EDGAR full-text search, CIK 0000789019, checked July 31, 2026). No Abilene government document names Microsoft. The widely reported “700 MW / 20-year lease” at the B campus has no primary source and is not used on this page. Chief executive Satya Nadella has zero itemized federal contributions since October 2018—a verified absence in FEC receipts. And in Pennsylvania, no state money was found behind the restart: the state’s documented role is permitting. The public money is federal.
